Senior Systems Project Manager

I.  GENERAL SUMMARY:

Tufts Clinical and Translational Science Institute (CTSI) Bioinformatics analyzes, develops and implements infrastructure tools to enhance clinical research functions and administrative processes across the Tufts CTSI 43 affiliated partners. The Sr. Systems Project Manager coordinates activities across the affiliate organizations and works closely with Tufts Medical Center and Tufts University IT Offices. Collaborations include working with external consultants, researchers, and hospital IT specialists. We have created a comprehensive and proactive “CTSI Portal” that provides: 1) organizational, process, and informatics connections among the CTSI service Components, 2) other resources for clinical and translational research (CTR) across Tufts and its affiliates; 3) mentored access and guidance with a web-based request, tracking, and feedback system, to identify needs and ensure delivery of services.

The Sr. Systems Project Manager works synergistically in a research infrastructure organization with the operations team in the definition, development and implementation of service application solutions. The incumbent works closely with the business area representatives and development teams, providing key analytical support and must have strong communication skills and business acumen as well as knowledge of formal Software Development Methodologies and extensive experience with formalized requirements management, design, and analysis techniques.

II.  PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS:

  • Actively participates in the definition and initiation of large-scale delivery efforts; assessment of the solution risk thru understanding business impacts, environment and technology constraints, and industry trends.
  • Translates business and systems requirements into deliverables.
  • Analyzes the impact of solutions on current processes and existing systems.
  • Supports risk management and change management activities.
  • Demonstrated competency in developing efficient and effective solutions to complex business problems.
  • Maintains system and design documentation, and prepare materials for project reviews.
  • Plans and monitors the unit testing, implementation, and production release of a project.
  • Develops the necessary automation for routine database work that will be used by other teams.
  • Conducts proactive performance audits. Identifies opportunities and implement solutions to enhance existing database systems and infrastructure. Creates and executes an action plan.
  • Leads/facilitates meetings and conducts presentations for both technical and non-technical staff including senior level management.
  • Translates concepts and proposals into understandable and justifiable business objectives.
  • Researches benchmark and document new database technologies and features into applications or infrastructure.
  • Works with client groups directly and manage contact between IT and clients, and between groups within IT.
  • Supervises the maintenance of software systems.
  • Excellent skills in defining business process requirements with an appreciation for process and technical constraints and opportunities.
  • Skilled in the use of modeling such as use case scenarios.
  • Demonstrated project management skills with experience executing projects from vision through implementation.
  • Meets with business clients to help drive the analysis and design of software systems; helps shape system requirements, and develops analysis-level documents that reflect the requirements.
  • Ability to analyze project needs and determine appropriate resources.
  • Effectively manages multiple projects concurrently, adapting easily to new technologies, teams, and resources.
  • Resilient and resourceful in striving to resolve complex problems.
  • Makes recommendations for process design and improvement as supported by new technologies.
  • Will supervise and train IT staff.
  • May perform other job related duties as requested or required.

III.  JOB REQUIREMENTS:

A.  Education:

  • Bachelor’s degree in any related field required; master’s preferred.

B.  Experience:

  • 10 plus years professional healthcare systems/technology experience.

C.  Job Knowledge and Skills:

  • Strong communications skills and the ability to interact with senior executives.
  • Demonstrated ability to work independently and with dynamic teams.
  • Demonstrated ability to communicate effectively with a wide range of business users as well as with technical personnel, preference for healthcare.
  • Demonstrated analytical and problem solving skills.
  • Demonstrated examples of analysis, design, and development of a proposed solution.
  • Results-oriented individual with strong influencing, problem solving, and consensus building and negotiation skills.
  • Must be able to weigh business and technical requirements to produce project plans and estimates.
  • Strong time management and multitasking skills. Ability to handle changes in business requirements and set priorities across multiple projects.
  • Business and negotiation skills to work with clients and business analysts to determine what features the project team will deliver, given constraints of time, staff, and quality.
  • Demonstrated excellence in the development of applications using the Microsoft .NET platform
  • Strong experience in XML data files creation and manipulation.
  • Experience with healthcare research data a plus.
  • Experience within healthcare industry required.
  • Experience with Microsoft SharePoint (Moss 2007)/SharePoint Designer strongly preferred.
  • Experience with full life cycle of development; requirements definition, Design, Development, Testing, and Implementation.
  • Experience in data migration between systems and work flows.
  • Supervisory experience required.

IV.  ORGANIZATIONAL RELATIONSHIPS:

  • Reports to the Tufts Clinical and Translational Science Institute Administrative Director.
  • Frequent contact with business users, bioinformatics technical leadership, and other IT representatives from Tufts CTSI organizations on existing environment and proposed recommendations.
  • Interacts with 3rd party vendors as necessary to support development and operational needs.
