I. GENERAL SUMMARY:
This position reports directly to the Administrative Director of the Tufts Clinical and Translational Science Institute (CTSI) and is responsible for developing and providing an effective, timely and comprehensive centralized finance system that supports the research, instructional, and operational goals and objectives of the Tufts CTSI including 43 academic, hospital, industry, community and non-profit affiliates.
Responsibilities include subcontract negotiations; administering Tufts University grant awards through Tufts Medical Center subcontracts and establishing subcontracts to other Tufts CTSI affiliated organizations. The manager implements a financial tracking system for university and multiple hospital accounts; tracks personnel effort commitments and creates reports related to grant and cost center FTE’s and other financial reports. Under general direction of the Administrative Director, develops and implements Tufts CTSI purchasing, travel, and budgetary policies and procedures and is the lead individual for interpretation of ensuring compliance with hospital, university, state and federal grant and procurement regulations and guidelines.
II. PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS:
- Establish financial objectives as well as tracking organizational performance against objectives.
- Lead the development and tracking of budgeting processes for the Tufts CTSI.
- Work with the multi-organizational Research Administration Offices including both pre- and post-award.
- Monitor financial performance and maintain compliance with hospital, university, state and federal guidelines.
- Reconcile multi-organizational fringe benefit and indirect cost rates and policies.
- Recommend procedural changes to improve accuracy and timely financial reporting.
- Maintain relationships with senior financial and grants administration officials at Tufts University and Tufts Medical Center.
- Develop budget templates and spreadsheets for preparing grants submissions and budget tracking and reporting.
- Liaison to Tufts CTSI Co-Principal Investigators and researchers for all matters relating to grant submissions and purchasing approval.
- Support other finance departments in researching requests to resolve all inquiries regarding problems or issues related to accounts payable, payroll, and tuition revenues.
- Manage accounts related to educational programs and tuition revenues.
- Develop budgets and project revenues and expenses related to the operation of the Clinical and Translation Research Center and its associated cost centers.
- Plan, develop, and implement processes for timely completion of grant, cost center and other operational budgets.
- Work collaboratively with a variety of organizations and departments to coordinate processes to plan for, establish, and monitor revenues and expense projections.
- Knowledge of detailed terms and conditions, award letters and other governing documents.
- Review, evaluate and comment on proposed budgets and re-budget requests.
- Determine compliance of financial reports with applicable terms and conditions.
- Prepare ad hoc financial reporting as needed to support budgeting processes.
- Interpretation of financial issues that apply to applicable terms and conditions.
- Assist the Administrative Director with the development of business plans.
- Supervise a financial assistant.
- May perform other job related duties as requested or required.
III. JOB REQUIREMENTS:
A. Job Knowledge and Skills:
- Exceptional attention to detail due to the high volume workload.
- Analytical skills necessary for working in grant and fund accounting.
- Expert knowledge of sponsored projects administration, both pre- and post-award, with an understanding of acceptable options for cost allocations and the sensitive aspects of these options.
- Knowledge of university fund accounting systems, annual schedules, and subsidiary systems.
- The ability to perform highly complex, one-of-a-kind analyses for which no models may exist.
- Comfortable with ambiguity and managing in a start up environment.
- The ability to interpret, assimilate, and communicate accounting, and other organizational data, external regulatory guidelines and internal policies and procedures.
- The ability to work with self-initiative and minimal supervision The ability to take creative analytical approaches.
- The ability to manage complex projects with many tasks and multi-year timelines.
- Advanced facility with MS Office software, including Excel, Access, Word and PowerPoint, including the ability to develop and link spreadsheets, databases and reports.

B. Education:
- Bachelor degree in Business Administration, Accounting or an equivalent discipline (CPA or MBA Preferred).
C. Experience:
- At least 5 years in a high level management position.
- Interpersonal skills for tact and diplomacy to interact with all levels of customers (administrative managers, researchers, senior management and peers).
- Strong organizational and administrative skills to provide effective work relationships with internal and external staff.
- Demonstrated negotiation skills.
- Knowledge of grant making policies.
- Experience in health care or academics.
IV. WORKING CONDITIONS/PHYSICAL DEMANDS:
- Normal office work environment.
- Work requires frequent computer keying.
